Four Republican lawmakers—Keith Self, Victoria Spartz, Andrew Clyde, and Brian Fitzpatrick—joined Democrats in voting against the procedural “rule” vote, temporarily blocking Republicans from advancing to the final passage stage. The procedural vote lasted into the early hours, spanning over 7 hours, reportedly the longest voting time in the history of the House.
