Today (the 7th), the National Bureau of Statistics, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the China Securities Regulatory Commission jointly issued the “Opinions on Cultivating Data Circulation Service Institutions and Accelerating the Marketization and Valuation of Data Elements,” which explicitly clarifies that China will cultivate three types of data circulation service institutions for the first time. The three types of data circulation service institutions include: Data Exchanges (Centers), Data Circulation Service Platform Enterprises, and Data Vendors. These three institutions have clear positioning: Data Exchanges (Centers) emphasize comprehensive service functions, Data Circulation Service Platform Enterprises focus on specialized development, and Data Vendors aim to increase the development of data products and services. The “Opinions” also propose exploring diversified circulation and trading models, encouraging various entities to expand exchange methods such as data-for-data, data-for-orders, data-for-services, data-for-models, and data-for-scenarios. Industry insiders point out that breaking through traditional transaction paradigms and perceptions is conducive to promoting the value release of data elements on a larger scale. Focusing on the coordinated promotion of “Artificial Intelligence+” and “Data Elements×” initiatives, the “Opinions” put forward targeted policy measures, aiming to develop high-quality data sets for artificial intelligence development and construction, and to expand high-quality data circulation and trading methods suitable for AI development.
