On February 6, Deputy Minister of Commerce Yan Dong stated at the State Council policy briefing that since September 2025, the Ministry of Commerce and the Ministry of Finance have carried out pilot projects for new consumption formats, new models, and new scenarios (also known as the “Three New” consumption pilots). The two departments selected 50 pilot cities through competitive review, guided them to refine and improve implementation plans, selected and confirmed the list of projects to be supported, and allocated the first batch of fiscal support funds of 8.6 billion yuan to the pilot cities.
