CoinVoice has learned that Florida State Senator Joe Gruters has introduced SB 1038 and SB 1040 bills. SB 1038 proposes establishing a Florida Strategic Cryptocurrency Reserve under the Office of the Chief Financial Officer, while SB 1040 proposes creating a Florida Cryptocurrency Reserve Trust Fund, outlining its funding sources and uses.
The two bills are effective starting July 1, 2026, but only if SB 1040 and SB 1038 or similar legislation are enacted, and such legislation must be passed and become law during the same legislative session or its extension.
