Beijing aims to cultivate 2 to 3 distinctive convention and exhibition industry clusters by 2028.
Xinhua News Agency, Beijing, March 30 (Reporter Lü Shaowei) The “Three-Year Action Plan for High-Quality Development of Beijing’s Exhibition and Conference Industry (2026–2028)” was released on March 30. The action plan proposes that Beijing will strive to cultivate 2 to 3 distinctive exhibition and conference industry clusters by 2028, and build an exhibition and conference enterprise tier consisting of 2 to 3 companies at the 1 billion yuan (RMB, the same below) level, 20 to 30 companies at the 100 million yuan level, and more than 100 companies at the tens-of-millions-of-yuan level.
The plan proposes that Beijing will encourage the construction of smart information management platforms, applying new-generation information technologies such as the Internet of Things and artificial intelligence to improve venue operation efficiency. Through digital and intelligent upgrades of services, it will enhance exhibitors’ and attendees’ sense of participation and experience. It will encourage venues to use clean energy technologies and employ reusable, recyclable, and cyclically renewable materials to improve the level of green and low-carbon event hosting.
The plan states that Beijing will focus on the capital’s strategic city positioning and the direction of development of its leading industries, further segmenting vertical sectors such as health and wellness, intelligent manufacturing, and fashion consumption, to develop exhibition, conference, and event planning, event marketing, and comprehensive service leading enterprises with international operations capabilities. It will work to develop specialized market entities in international conference industries, such as professional meeting service institutions and destination management companies.
The plan also mentions that Beijing will encourage various entities in the city to apply to host meetings of international organizations, with a focus on attracting international conferences that have significant driving effects in boosting consumer growth and promoting industrial upgrading, as well as key annual meetings of international organizations and industry benchmark conferences, among others. It will encourage social organizations, national-level chambers of commerce and associations, and others to hold international conferences and related events in Beijing. It will provide “one-stop” policy consultation services for international organizations and offer fast-track channels for aspects such as meeting approval.
In addition, Beijing will carry out a “exhibition and conference +” integrated empowerment action, including a series of measures such as innovating consumption-oriented composite scenarios, developing an all-areas “ticket stub economy,” expanding “exhibition and conference + investment,” and creating a high ground for the first launches of industries.
