The reporter learned today that in order to standardize biscuit production licensing and strengthen supervision and management of the biscuit production process, the State Administration for Market Regulation has publicly solicited opinions on the “Detailed Review Rules for Biscuit Production Licensing (Draft for Comments)” for a period of 30 days. The draft for comments integrates the trend of increasingly diverse new raw materials used in the biscuit industry, the continuous enrichment of product types, and the accelerated popularization of new process equipment, further clarifying the scope of biscuits and biscuit crumbs, as well as the specifics of 13 different biscuit varieties, making it more aligned with the actual production of biscuits and the development needs of the industry. It requires the use of hazard analysis methods to identify key food safety points in the production process and establish corresponding food safety control measures; to refine quality safety control measures for key processes such as fermentation, egg liquid treatment, and storage of perishable raw materials, in line with the characteristics of biscuit raw materials and production processes; and to further clarify the content related to production sites, equipment and facilities, and routine process flows. At the same time, it further specifies food safety management systems for incoming inspection and outgoing inspection, adds new requirements for supplier evaluation and entrusted inspection, refines personnel training management content, and enhances the operability of food safety risk management for enterprises.
