Japan's Diplomatic Blue Paper to Be Released Next Month, Description of China-Japan Relations Changed to "Important Neighbor"

The Japanese Ministry of Foreign Affairs plans to release the 2026 Diplomatic Blue Book in April. According to reports, the Blue Book will change the description of Japan-China relations from “one of the two most important relationships” to “an important neighboring country.”

Influenced by Japanese Prime Minister Sanae Takaichi’s remarks on Taiwan last November, Japan-China relations have deteriorated. China has repeatedly demanded Japan withdraw its statements and has taken measures such as strengthening export controls on dual-use items, suspending imports of Japanese seafood, and reducing commercial flights between the two countries. Japan’s diplomatic Blue Book considers these measures “only targeted at Japan and contrary to international norms.”

The Blue Book states that Japan is “open to various dialogues with China and will not close the door.” It views China’s dissemination of information that contradicts facts as problematic and emphasizes that “Japan has explained its position to various countries, including the United States, and has gained understanding from the international community.”

Regarding the Taiwan issue, the Blue Book notes that “peace and stability in the Taiwan Strait are very important to the entire international community.” The 2025 edition linked this to “Japan’s fundamental security,” but this statement was removed in the 2026 edition.
