Dongyangguang Plans to Acquire Controlling Stake in Qinhuai Data; Shaoguan Green Computing Power Layout Gains Powerful Engine

Recently, Guangdong Dongyangguang Technology Holdings Co., Ltd. announced that it plans to acquire a 70% stake in Dongshu No.1 through issuing shares, along with raising supporting funds. After the transaction is completed, the company will achieve 100% control of Qinhuai Data, a leading domestic third-party large-scale computing infrastructure solutions provider. This significant industry layout aligns closely with Shaoguan’s development positioning as the only data center cluster hub node for the national integrated computing network in the Guangdong-Hong Kong-Macau Greater Bay Area. Dongyangguang and Qinhuai Data are jointly building a smart computing center project in Shaoguan, injecting strong momentum into expanding Shaoguan’s leading big data industry and creating a high-energy smart city in South China.

As an important implementation vehicle for the national “East Data West Computing” strategy, Shaoguan is making every effort to promote data center cluster construction, positioning the big data industry as a core driver of high-quality development. The city aims to build a real-time computing power base that “serves the Bay Area, connects the whole country, and is rooted in Shaoguan.” Dongyangguang’s proposed acquisition of Qinhuai Data is a key move in response to the national “East Data West Computing” and Digital China strategies, transforming from an advanced manufacturing enterprise into a high-tech company integrating “green energy + advanced manufacturing + computing power operations + AI applications.” Shaoguan’s unique geographic advantages, clean energy reserves, and industrial planning make it one of the core battlegrounds for its computing power layout.

During the equity participation stage, Dongyangguang has signed a cooperation agreement with Qinhuai Data and the Shaoguan municipal government to jointly promote the construction of the Shaoguan Smart Computing Center. The first phase project is located in Qujiang Economic Development Zone—one of the core areas of Shaoguan’s data center cluster starting zone. The project covers an area of 198 acres, with plans to build about 60,000 standard racks and achieve an IT capacity of 150MW. Once completed, it will become an important part of Shaoguan’s computing power cluster, further expanding Shaoguan’s computing capacity and improving the infrastructure layout in the Guangdong-Hong Kong-Macau Greater Bay Area. Currently, Shaoguan’s data center cluster has attracted 22 projects, planning to build 546,000 standard racks. The landing of the Dongyangguang Qinhuai Data project will create synergy with key local projects, promoting the cluster toward scale and intensification.

Leveraging Shaoguan’s abundant clean energy resources, Dongyangguang and Qinhuai Data will develop a green computing benchmark project in Shaoguan, aligning deeply with Shaoguan’s green computing development goals. Dongyangguang can rely on Shaoguan’s local clean energy reserves to provide low-cost green electricity for the smart computing center, reducing carbon emissions at the source. Qinhuai Data, with its mature green operation experience, maintains a low annual PUE of 1.21 and industry-leading green electricity absorption capacity. The two parties will work together to build a large-scale zero-carbon computing base in Shaoguan.

As a benchmark enterprise in China’s computing infrastructure industry, Qinhuai Data owns 5GW of computing resources, with coverage across more than half of the national computing hub nodes. It holds over 600 patents related to data centers and has established core technological barriers in intelligent operation and maintenance, efficient cooling, and other fields. After Dongyangguang’s controlling stake, it will combine Qinhuai Data’s industry advantages with its own expertise in advanced manufacturing and green energy, creating an integrated digital infrastructure ecosystem in Shaoguan that includes “green electricity—hardware—computing power—AI—operations.” This will not only enhance the construction and operation of Shaoguan’s smart computing center but also attract upstream hardware manufacturing and downstream data application companies to Shaoguan, helping to build a complete computing industry ecosystem and upgrade from a “computing power foundation” to an “industry ecosystem.”

Shaoguan has always regarded the big data industry as a key to high-quality development, continuously strengthening element guarantees, accelerating the construction and expansion of the cluster starting zone, and coordinating key supports such as power and network infrastructure. The deep cooperation between Dongyangguang and Qinhuai Data exemplifies a typical government-enterprise collaboration to promote industrial upgrading. Moving forward, as the synergy between Dongyangguang and Qinhuai Data unfolds, Shaoguan’s position as a computing hub in the Guangdong-Hong Kong-Macau Greater Bay Area will be further reinforced, providing highly reliable, low-carbon computing support for the high-quality development of the digital economy in the region. This will also accelerate Shaoguan’s efforts to become South China’s largest high-energy smart city, making the digital economy a core growth driver for its high-quality development.
