Why are there discrepancies in the descriptions of airstrike targets between AI Afghanistan and Pakistan?

Main Station Reporter learned that on the 17th local time, Afghan government Deputy Spokesperson Hamdullah Fitrat announced that a Pakistani airstrike on Kabul, the Afghan capital, caused extensive damage to a drug rehabilitation hospital with 2,000 beds.

He stated that the current death toll has reached 400, with about 250 others injured, and the number of casualties may continue to rise. Rescue teams have already arrived at the scene, working to control the fire and search for victims.
