OpenAI plans to establish a super-large data center in India with a capacity of 1,000 megawatts (1GW) as part of expanding the StarGate AI infrastructure.

StarGate India Data Center Project Emerges

According to Bloomberg, OpenAI is currently looking for partners in India to build a super-large data center with a scale of at least 1GW. If successful, it will become one of the largest data facilities in India. In recent years, Microsoft (Microsoft), Google, and India's richest man Mukesh Ambani (Mukesh Ambani) have also invested in related construction.

India is currently OpenAI's second largest user market globally, and the company is preparing to set up an office in the capital city of New Delhi and actively recruit a local team. At the same time, it has also launched an affordable plan at $5 per month to attract more users to join.

Although the exact location and timing have yet to be confirmed, sources indicate that CEO Sam Altman is expected to announce the plan during his visit to India in September.

The picture shows India's richest man, Mukesh Ambani, chairman of Reliance Group, which is also in the Fortune 500. Ignoring the US-India trade tensions, OpenAI is expanding in India with StarGate.

This move comes at a time when trade tensions between the United States and India are escalating. U.S. President Trump imposed a high tariff of 50% on Indian goods due to India's trade barriers and its purchase of Russian oil, disrupting decades of efforts to strengthen U.S.-India relations.

Nevertheless, OpenAI still chooses to actively lay out its plans in India, thereby consolidating its influence in the South Asian market.

OpenAI has been actively expanding its AI infrastructure in recent years:

United States: Launching a total of $500 billion StarGate program, collaborating with SoftBank (, Oracle ), and Trump publicly praised this large-scale construction. The capacity commitments within the United States will increase by 4,500 megawatts ( 4.5GW ) in the near future, enough to supply electricity to millions of households.

Norway: The overall facilities are expected to be expanded in phases to a scale of 520 megawatts, incorporating 100,000 NVIDIA GPUs.

United Arab Emirates: Planning to build a 5,000 MW (5GW) data center, of which 1,000 MW (1GW) will be dedicated to supplying OpenAI's computing needs.

However, since 2023, the United States has restricted the export of AI chips to the UAE, leading to controversy in Washington regarding OpenAI's construction. Some politicians believe this is key to countering China's AI development, but others are concerned that a large number of Nvidia chips are being exported to regions closely linked to China, which could pose national security risks.

India's lack of export controls and official support attract investment from American companies.

In contrast, India is not affected by the U.S. chip export controls like the UAE. The Trump administration has currently lifted the rules that extend AI chip restrictions to most countries, making India an ideal construction site.

In addition, OpenAI has committed to collaborating with the Indian government to participate in the $1.2 billion IndiaAI Mission, assisting in the development of large and small language models suitable for India, and alleviating concerns about data leakage.
